Requesting a quote is NOT the same as wanting to hire

Why do the emails that I get through a Targeted lead have a subject line that reads "Customer's Name wants to hire you."?

This is not true.  At this point in the process they are just looking for an estimate and possibly want to ask some questions.

You changed "Promote" to "Targeting".  How about you change the wording on the subject of these emails so it's not so misleading?

I suggest "Customer's Name wants a quote from you.".
