@DJStevie apologies if my explanation wasn't super clear. When a customer first creates a Thumbtack account all notifications that would need to be ON in order for them to get prompts of new messages and quotes from pros will be ON. If they are OFF, then they made the decision to turn off those notifications.

@TSCreative  There are many of us in the same boat. I can not remember the last time a lead actually said anything back to one of my messages. My ghost lead rate is now 100%.

It is interesting how over time it got worse and worse until now it is completely broken. I can't explain what is happening, but it sure is odd as my other lead generators have a response rate of about 30-50%, which to me is actually reasonable.
