Please separate these into individual categories. Each is priced; differently, and quantities are different as well. If someone wants a photo to be edited, it's not the same as Scanning. Maybe you should separate them as follows:
Retouching & Restoration- If someone wants their photos to be retouched or restored, this is the correct category name for it. Most often, people will have only a few images: let them have a form entry to indicate how many they have instead of a range. R&R is priced much differently compared to Scanning. It's done on a time basis. An editor needs to give an estimate based on the work that must be done on the images.
Scanning/Digitizing: If someone has a drawer full of prints, negatives, and slides, they want to be digitized; this is the right category title. Scanning is most often priced much lower and is billed by quantity as is Digitizing. Scanning & Digitizing could be one category because they are similar. What is the difference? Not much that I can think of. Digitizing is another word for Scanning. Scanning is a subset of digitizing. Whether the vendor chooses to use a scanner or their camera, is up to them. I suggest you list it as Scanning & Digitizing as the word digitizing is becoming more popular. In this case, giving people a range selection is helpful, but really, it would be better to give them a form of entry to enter their own quantities. The reason is, the vendor may be using tier pricing. If they know how many images are in question, they can price them accordingly.
