Please explain how this happens!

Here is the scenario:

- Pricing established in profile "Wedding and Event Photography" category.

- Targeting is "on".

- Receive message that "John Y wants your availability" for a wedding.  So, at this point, I will be charged for the inquiry by Thumbtack.   "John Y" does have a budget of $500 to $1,000" established in his request and my profile does accept that budget level.

- I quickly respond with a message to "John Y" with my standard response.

- "John Y" immediately replies that "Thank you for your quote which is a bit high for us".

My question.......  If my pricing is established in my profile, why is the client able to inquire about my "availability" if my pricing is above his budget?  No way is my pricing "$500 to $1,000" for the number of hours this client is requesting.   Why should I have to pay for this "contact" which has ZERO chance of a hire?   The process appears broken somewhere.
