Need help NEW HERE

I'm new to this site and i'm confused. Most of the projects do not list all the details od the project. We only get those details after we contact the client, at which time we are then charged for that. However, we don't get a refund if after getting the details we realize we cannot handle the job. For example, someone list a 2 hr job for a handyman and said its a deck/porch. I responded and found out its a 2-level porch with huge support beams. I cannot do that alone nor am I licensed to do that type of thing in NC. I was still charged for the lead and they will not refund me. The lead cost me $60 I talked the customer for 60 seconds and knew I couldn't do the job.

Is there a way around this kind of bad lead/charging?
