Need Input: Best Way to Quote a Full Roof Replacement in Torrance’s Cool Roof Zone?

I’m gearing up for a spring job that involves a complete tear off and install on a 2,100 sq ft bungalow near Torrance Beach and I'm going to hire TRM for this . The home sits in Climate Zone 8, so Title 24 cool roof rules apply. I want to deliver an airtight estimate—materials, labor, and permit fees—without hitting the homeowner with surprise add ons halfway through.
Here’s my current plan:
• Use Owens Corning Duration Cool shingles (0.28 aged solar reflectance).
• Upgrade to 5⁄8 inch radiant barrier sheathing on south facing slopes only.
• Swap all G 60 flashing for G 90 and lead boots.
• Include a ridge vent plus SmartVent intake strip to hit the 1:300 ventilation ratio.
• Budget $350 for the city permit and $250 buffer for waste disposal overages.
Questions for the group:
- Does splitting radiant barrier sheathing by slope make sense, or will inspectors flag the mix?
- Have you found an efficient way to explain the cool roof surcharge during a Roof replacement Torrance sales consult so clients don’t think it’s an upsell?
- Any hidden fees in Torrance we should warn clients about—re inspection, methane zone clearance, etc.?
- For those of you who include a drone inspection video in your bid, do you roll that cost into the proposal or list it as an optional add on?
