Leads outside service area

I am located in California, and my travel areas within my targeting preferences are exclusive to this state. I was recently charged for a lead from someone in Georgia. For travel preferences, she states "Professionals may travel to my address," and nothing else. No indication that she's open to remote services.
I'm not trying to complain (that comes later)—I just want to know why something like this is even able to happen. The job request doesn't match my preferences, and that fact isn't buried in customer-produced prose that some AI might misinterpret. It's right there in the options she checked off. Shouldn't the system automatically prevent this request from reaching me?

@GoodQuestionTutoring It looks like you've requested a refund for this lead. I would also recommend self submitting a bug report if you think something went wrong with the lead/request form.
