Editing Weekly Budget

I have not been active on Thumbtack for at least a month, maybe two, so not sure when this became a thing but…

Previously, I was able to adjust the weekly budget up and down as needed during a week. This morning, after adjusting it once earlier in the week up, I was met with a message that said "you can't set a new custom amount until…." What? Why? The only choices are keep what you have or unlimited? That CAN'T be right. Anyone else experiencing this? Is this a new policy?
