Under what criteria / circumstances does Thumbtack show customers the "Opportunity" responses sent from Pros?

Are they shown automatically along with the "Targeted Leads?" Or after the "Targeted Leads" are shown and to which responded?

Does the customer have to request the "Opportunities" in some shape or form? Do the customers have to jump through any hoops ($) to see the opportunities?
