"Courtesy Credit" explanation

Hi, "Opportunities" guy here -- I have posted before that, for me, in the computer repair field, "direct leads" was not working for me. Too many leads where:
-the requested service was not something I did (computer monitors/non computers, etc.)
-the "customer" was only trying to find local repair people for possible future computer issues / computer advice, or
-absolutely no response at all, ever.
that slipped through my service preferences and, while ttack did do a "refund," the funds do not go back to the funding source, but stays locked in w/ ttack .
I'd rather spend the money somewhere else, thank you, especially since I shouldn't have been charged anyway.
==============
This weekend I turned "direct leads" on due to a free weekend w more time to spend. I received a request from a guy for computer repair, and sent him a quote. HIS FIRST RESPONSE TO ME WAS him telling me he repaired the computer himself.
I requested a "refund" from ttack, and was informed that while my situation was not "eligible for a refund under our policy, we gave you a courtesy credit."
While I am appreciative, I would like to know why this situation wasn't "eligible for a refund under our policy;" the customer selected me and 5 others; I responded in under 10 minutes. The first & only response was that he had fixed the computer himself.
That is NOT, as the "courtesy credit" response inferred, a situation where I simply wasn't chosen ("it’s unlikely you’ll be hired by every customer. You pay for the value of connecting with new customers, whether or not you’re hired"), this was a situation where I simply was never needed, and should've never been selected by the customer / charged by ttack.
THIS is precisely why I use "opportunities" only, now again and forever(!) - under "opportunities" I would've sent the guy my quote (he obviously would've chosen multiple pros anyway), and he hopefully would've have the good nature to never respond to me since he fixed his problem on his own. No fuss no muss, and my $$ stays nice and comfy IN MY BANK ACCOUNT.
Please explain...
