Failure to connect with clients

Hey, My company provides many services but Furniture moving is our bread winner. There are lots of furniture moving leads that come through but only 30% of them answer phone calls or convert to a paying gig! How can I make the most out of every lead I get I'm scared to spend any more money on the next lead as data proves it to be in vain or unsuccessful
